I saw a naked guy jogging down Bladensburg a couple years ago. Very odd, and he seemed high on PCP. So, not out of the question that you'd see it at 8th and H. Oh, and Anne's an upstanding person, not a liar.

I was on the X2 headed home yesterday around 5:30pm, and also saw a (effectively) naked man at 8&H... he was shackled and surrounded by (many, many) police. They had put a shirt or something on his lap. He was definitely agitated and to all appearances was under the influence of something.
