ANC 5D Meeting Part II

Video recorded by Edward Milton

After my last post on the ANC 5D Meeting a commenter asked why Comm. Roberts did not dispute the untrue statements of ANC 5D Chair Kathy Henderson. He did. I am told that he explained it early on in the meeting (not recorded on video), and also at the end of the meeting. Comm. Henderson responded by immediately ending the meeting. That video appears above. The audience member interrupting Comm. Roberts is India Henderson (who formerly held the seat now occupied by Comm. Roberts). India resigned mid-term to move out of ANC 5D.

Here's a second video provided to me by another resident who attended the meeting. In this video you can see Kathy Henderson berating an audience member for not addressing her by the title Commissioner. That's India Henderson being asked to calm down by another audience member.

I’m not going to engage in negative commentary about Ms. Henderson; I wish her the best as a fellow human being. As an ANC Chair, however, I'm concerned about her apparent basic misunderstanding of representative governance. I've found that a lot of Ward 5 community leaders and elected officials take great stock in their titles and positions. Positional authority is an important currency in the Ward. Although untrue, there is the attitude that the Ward 5 Council Member is the leader of Ward 5, and the ANC is subordinate to that position. Likewise there is the belief among some ANCs that they are the leaders of their SMDs, and are higher than regular citizens. Ms. Henderson's understanding of positional authority isn't that different than that of former Ward 5 Council Member Orange when he represented Ward 5.

Like her or not, an SMD voted her into office, and ANC 5D again voted her as Chair. She is the Chair of the commission, and that means she's the head of a group of 7 people, not the citizens of ANC 5D. The residents of ANC 5D did not elect Ms. Henderson as Chair and therefore being chair of the commission is basically an administrative post. As many residents have done in Trinidad during civic meetings, residents in 5D must remind all of our elected officials that they work for us, and hold them accountable. Also, there’s nothing that stops residents from engaging government directly. Not to diminish ANCs, but really the role of ANCs is quite limited in scope.

The X2 had a double-shooting tonight on H Street one block into NW.

NW is just so unsafe. Glad we're over here in peaceful, quite NE.

The X2 is neither NW nor NE nor SE. The X2 is its own crazyland.

As someone put it on another online forum, the X2 is the "Florida Man" of DC buses.

I saw a guy hustling teenagers with a three-card-monte game in the hinge of the bus once. I really did. He took them for a lot more than I would have been willing to lose, and they kept on playing despite watching him best their friends and take their cash. Kids these days...
