H Street Festival Seeks Volunteers

It's almost festival time of year again and the H Street Festival needs your help to make it a success. Check out my photos of past H Street festivals. Or watch last year's official video.

Here's the skinny from the organizers:

Festival Mission:
The Festival on H Street “Music Festival and Bazaar” is scheduled for September 15th, 2007, The focus of the Festival of H Street is the strategic revitalization of the business district of H Street, and the promotion of Arts in DC.

Our Volunteer Needs:
This year, the volunteer tasks will be project-based. They will work on event and merchant management, grassroots and traditional marketing, community organization partnership development, artist research, and festival themes.

Our Specific Current Volunteer Needs:

Community Organization Partnership Developer:
We would like to work with as many community organizations and nonprofits that support the area and/or the arts as possible. We realize, however, that there may be organizations and/or projects that we have not yet learned about. Do you know of a great program that works with adopted kids? How about a organization that provides arts education to youth? Or how about a non-profit that offers after school tutoring? Maybe even a group that provides neighborhood watch in the area, or an organization that can set up a watch group? Any organization or group providing a beneficial service will not be charged for a booth. We have a PDF of our media kit that can be sent to these community organizations. We just need you to let them know about the opportunity, and have them contact us to register for their space. If this sounds like something you can do, please contact us. We want to expose every organization that’s helping our city.

Artist Research:
Do you know of a great band? Know any artists, authors, fashion designers or poets looking for a place to sell their work? Can you organize their information and provide us with a way to hear their music, or see their work, as well as giving us their contact information. For musicians, we need four song samples, a telephone number, and an email address. For other artist, we need a webpage, a telephone number and an email address. If you could provide that information, you’ll be able to help. We pride ourselves on the artists at our event, and have had great artists every year. We have over 30 musicians each year, and tons of artists! We know, however, that there are always new great artists that we may have not yet heard. We’d love to go to every show, listen to great music, and find hot talent – but then we wouldn’t have time for anything else. So we are looking for suggestions from volunteers, with the caveat that you provide all the necessary information.

Event and Merchant Management:
The event management opportunities will center on making sure that artists are at their designated performance area 20 minutes prior to their performances. In addition, we need people to provide information to festival attendees and to assist vendors. We are interested in hearing from people that would like to help as soon as possible.

Grassroots and Traditional Marketing:
We need help with marketing and promotions. This is principally grassroots promotion. We need people that can disseminate flyers in the neighborhood, surrounding areas, and at other festivals occurring between now and our date of September 15th.

Festival Themes:
We are a creative bunch, but are always open for ideas. We want this event to be an event that assists all aspects of the professional arts within D.C. Do you have an idea that you think would be really cool? Is there a specific aspect of the arts that you would like to see highlighted? Do you have games ideas for the children’s pavilion? Come to us with ideas, and embrace a festival that is all about you and your corridor.

Union Place Groundbreaking

District Officials and Community Leaders to Break Ground for Major New Mixed-Use Development in Northeast DC

WHAT: Cohen Companies President Ronald J. Cohen, DC Government officials, and community leaders will participate in ground- breaking ceremonies marking the start of construction of the Union Place residential/retail complex -- the most substantial mixed-use development project to break ground in Near Northeast, north of the H Street corridor, in two decades. With approximately 700 residential units, a significant affordable-housing commitment, a child daycare center, a half-acre central plaza open for public use, and "green" design, Union Place brings major benefits to the neighborhood and the city as a whole. The Post reports on a shooting in the 1000 block of Benning Road, but I think this may actually be the 1500 block of Benning Road (as reported on the 1D listserv) because I don't think there is a 1000 block of Benning Road NE.

Raising the (Green) Roof in DC

DC is now second only to Chicago (where they pursued a very aggressive plan to make this happen) in the number of green roofs (though we aren't told how our square footage stacks up) sported by the city.

Kenilworth Aquatic Gardens

The gardens are a fieldtrip across the river (you can go by metro), but they are much closer to us than they are to the majority of the city. Saturday I headed over to check out the lotus blooms and the annual festival. The crowd was sizable (apparently the gardens never get that many visitors at once, the Post article must have helped), but it never felt crowded. The gardens and the arboretum (located just north of Carver Terrace) are beautiful places not too far from from our homes, but they are places that too many of us visit only rarely, if at all. I've got more photos from Saturday , but I still need to upload them, and I'll post some once they are ready.

WP: Bullet Grazes 1 Year Old In Carver Terrace

The Post reports that a one year old girl's foot was grazed by a bullet around 8pm last night as she sat outside. Police said the gun was inside a bag that was dropped (possibly from a stroller), causing the gun to accidentally discharge. This occurred in the 1200 block of 18th Street, in the Carver Terrace neighborhood (located east of Trinidad).

Music Is Bulletproof Returns

Dear reader:


I began “Music is Bulletproof” after my life was changed forever by a random shooting, but this event is not about me, it is about you, your neighbors, and your families. I want to stop this senseless violence and promote the idea of “Love your neighbor like you love yourself “

My shooting occurred in this neighborhood, and the perpetrator lived only a block away. My hope is that by coming together as a community, and reaching out to those around us, we can maintain a safer and happier society. I want people from all ages and races in our community to come together at events like “Music is Bulletproof” to get to know one another, and support Victims of Violent Crimes in our area.

Music is Bullet Proof is not going to stop the violence in the neighborhood, but hopefully it can remind us that we need to make a change and be more involved in seeking to make our neighborhood a safer place.

Some of the music I play during Music is Bulletproof is inspired by musicians that were victims of gun violence (like Marvin Gaye, John. Lennon) but I will spin all types of music. My hope is that you will come out, have a great time, get to know a few neighbors, and hopefully help raise a little money for the victims of violent crime fund.

The next “Music is Bulletproof” event will take place at “The Palace of Wonders” located on H and 12th Street N.E.
Saturday 21st at 10:00 p.m. There is never a cover charge for Music is Bulletproof, and there is no obligation to give any money, but donations for the victims fund will be gladly accepted at the bar.

H Street Heritage Trail

In case you missed the last 6A meeting here is a sort of press release on a drive to get H Street its own heritage trail:

Efforts are underway by a group of citizens to fill one of Cultural Tourism DC's last remaining slots for a Heritage Trail along H Street. This is a two-year process, and the group is asking for any parties interested in the project to please contact Thomas Gallo at gallo4343@hotmail.com who is compiling a centralized list of contacts. The first step is building strong support from the community, as Cultural Tourism DC is not interested in putting a Heritage Trail into a community that does not show support for it. Also appreciated, of course, are any accounts of the history of H Street that you may have: pictures, stories, newspaper clippings, etc.The group will be looking to have it's first meeting by summer's end, in which Cultural Tourism will make a presentation to the community about the Heritage Trails and the (approximately) two-year process that goes into establishing one on H Street. Just wanted to give you all an update as I'm on the ABL committee and heard the presentation last night.

Its for a brand new bar that will likely be located on the block of the RR Hotel. It will be small, two floors, and serve crepes, croissants, and bar food late at night, in addition to drinks of course. It will have a French theme.

The owner has 13 years experience in the business and seems very dedicated to making it work. She's even moving to the neighborhood in the coming months. She left a great impression and I'm very excited about the new addition to the neighborhood, especially because it looks to have a great menu and will be a nice dinner option.

We voted to not protest the license. She said she's realistically planning on opening in January or February.


So that would put this place in the 1300 block of H Street.

During a stroll down H Street the other evening we noticed a contractor working on 1360 H Street. He had already painted (giving us a good idea of the intended look), installed water hook-ups, and was finishing up with the electrical outlets. As previously reported, the space will be an ice cream parlor and sweet shop.

Singles Ban a Go

Moratorium on Single Sales of Alcohol on H Street, NE Approved By Council
(Washington, DC) -
By a 9 to 2 vote, the Council of the District of Columbia approved the ABC Board proposal to implement an H Street, NE moratorium on single sales of alcohol at their July 10th meeting. This represents the final approval necessary to implement the moratorium.
In February, citing chronic problems with peace, order and quiet, specifically with respect to litter, loitering, public drunkenness, public urination and criminal activity persistent on H Street, NE, the ABC Board proposed a 3-year moratorium on the sale of single containers of beer and liquor sold in half-pint volume from the 700 to 1400 block of H Street, NE. Following this approval, the ABC Board will publish final rules in the DC Register and has indicated they will give the affected businesses a 30-day grace period before beginning enforcement.
“A moratorium will go a long way to address some of the chaos and crime afflicting H Street, NE,” commented Mr. Wells. “On top of that, the neighborhood is tired of people using the streets, alleys and treeboxes as public urinals and trashcans. To realize the promise of H Street, this is a necessary step to bring back order and stability and make it a thriving asset for the neighborhood.”
ANC 6A first asked the ABC Board to issue a ban on singles sales in September 2006 after years of trying to work one-on-one with liquor store owners and with voluntary agreements. After a public hearing with neighborhood residents in support of the ban, in addition to hearing support from Mayor Adrian Fenty, Councilmember Tommy Wells, the Deputy Mayor for Planning and Economic Development, and the Metropolitan Police Department (MPD), the ABC Board cited concerns about peace, order and pedestrian safety, and a negative impact on economic development, as additional reasons to impose the moratorium.
The Committee on Public Works and the Environment, chaired by Councilmember Jim Graham, held a public roundtable on June 28th to get further public input. ANC Commissioners from 6A, 6C and 5B all testified in support of the moratorium, as well as many residents who live along the H Street, NE corridor.
“For too long, we’ve had individuals using our curbsides and sidewalks as open-air bars. We’ve seen the effect a singles ban can have in other neighborhoods. I’m proud to support the ANC and residents to put the moratorium in effect and begin calming the chaos on H Street, NE,” added Mr. Wells.

Probation For Gallaudet

I somehow missed this Post piece on Gallaudet officially being placed on probation. The school had long been threatened with losing its accreditation in part because of its very low graduation rate (around 42%). The Baltimore Sun reports on the issue here and here.

Initially I heard that a meal delivery service would be moving to a space in the 400 block of H Street (I think the spot is that tiny church thing on the corner). But I've since been informed that the space will likely be for a sit-down healthfood restaurant instead (but it might also do meal delivery). Massive Fire Guts Montello Rowhouse

A fire started in the basement bedroom of an interior rowhouse in the 1100 block of Montello. At one point flames shot out of the lower windows. The family was on the first floor folding laundry when someone smelled smoke and opened the basement door to investigate. Everyone was able to get out safely. The houses immediately adjacent on both sides suffered some damage as well.

Gunshots Off Benning

The station where a suspect was left bleeding from multiple gunshots.
An armed man was shot several times and later died of his wounds. Police did fire on the man, but it is not clear if they hit him, or if he was shot by a third party. The Post reports here.
A previous version of this post (relying on the Post story) stated that the shooting took place of Bladensburg Road. Actually, it was 17th & Benning Road. After an exchange of gunfire with police the suspect fled (in a vehicle) down Florida Avenue and he was dumped outside the firestation over by the Nifty Thrift (the WUSA9 article says he was dumped outside a fire station in the 1100 block of Morse, but uh, there isn't one there, so I assume that they meant to refer to the station on Florida Ave that the Post mentions). It isn't entirely clear to me why both the Post & WUSA9 managed to bungle the addresses like that, but at least they got the right quadrant this time (the Post mixed up NE & SE last week). I'm guessing the reporters weren't given many details. ABC7 avoids the problem by only saying 17th Street, and not providing any cross street.

Nationwide, it is Independence Day. And in ANC 6A and 6C it is also Independence from Vacant Properties Day. As we all know, vacant properties often fall into disrepair and attract crime, vermin and blight. Because of these problems, vacant properties are supposed be charged at Class III property tax rates (5 times normal) to incentivize owners to fix up and reoccupy their properties or sell them.

Unfortunately, the reality in Washington DC is that many vacant properties never get on the vacant property lists, many receive waivers so that they do not have to pay the higher tax rates and surprisingly, many continue to receive homestead exemptions even though the properties are considered vacant by the DC government.

A number of volunteers from ANC 6A and 6C have worked hard over the last several months to catalog over 300 vacant properties in our neighborhood and posted our results on an interactive map where:

1) There is a recent picture of the property
2) The property address links to the tax records
3) The properties are classified as to where they are in the
identification system.

Although a lot of work has been done, we still need your help!

We need help with the following items:

1) Pictures of the remaining properties.
2) More information about these properties, including how long it has been vacant, if it attracting other problems, etc.
3) Reports of vacant property which do not appear on the map.

The city council is preparing to pass a vacant property law that eliminates many loopholes in the existing law and will cause many more vacant properties to pay Class III rates. Having a comprehensive list and mapping of all vacant properties in ANC 6A and 6C will help us quantify the problem in our neighborhood and report these properties to DCRA and OTR.

Getting Around By Bike Gets Easier

Wells’ Proposal to Expand Bicycle Parking for DC Residents and Commuters Passes Committee Vote
(Washington, DC) - The Committee on Public Works and the Environment, Chaired by Councilmember Jim Graham, voted unanimously today to approve the "Bicycle Commuter and Parking Expansion Act of 2007.” Councilmember Tommy Wells, joined by Councilmembers Harry Thomas Jr. and Kwame Brown, introduced the bill on February 6, 2007. It was the subject of a public hearing on June 22nd. The bill will now move for consideration at the July 10th legislative session of the full Council.
“By expanding bike parking facilities throughout the city, we will be supporting and encouraging visitors, commuters, and residents to take advantage of the fact that Washington, D.C. is a beautiful city for biking,” comment Councilmember Wells. He added, “Several of the steps taken with this legislation move DC to be one of the more progressive American cities in regard to promoting bicycle use.”
Under current law, commercial office, retail, and service buildings are required to provide bike parking at 5% of the number of car spaces created (i.e., if there are 100 car spaces, 5 spaces for bicycle parking must be provided). The “Bicycle Commuter and Parking Expansion Act of 2007” will increase the requirement to 10% and increase significantly the number of secure bicycle parking slots at the District’s John A. Wilson building. The legislation will also create, for the first time, a similar requirement on residential buildings. Faced with a rapidly rising number of individuals using bicycles, and limited options for secure parking near residences, this new requirement will create at least one bicycle parking space for every four residential units.
Wells added, “Whether running an errand, getting to work or simply getting some air, everyday thousands of people choose to enjoy, commute and travel through the city on a bicycle. We must make sure they have a secure place to park their bikes. We can boast about our miles of bicycle lanes, but without a place to park your bicycle when you get to your destination, those lanes will never be fully utilized. It’s a simple matter of providing the most basic of infrastructure and sending a message: we are a multi-modal town.”
The bill also calls for a Mayor’s report on bike parking at District-owned buildings such as government office buildings, recreation centers, public schools and libraries. The report will include information on: 1) the number of existing bicycle and car spaces currently provided at all District buildings; 2) a strategic plan to bring the ratio of bike to car parking up to at least 10% and to provide additional bicycle parking above the minimum at those buildings where demand is higher; 3) an evaluation of bicycle travel lanes leading riders to and from District facilities and parks; 4) a detailed report on the bicycle parking plan for the new baseball park in Southeast DC.
To complement this legislation, Mr. Wells has also introduced the "Bicycle Registration Reform Act of 2007,” which would replace the little used system of mandatory bicycle registration at local police stations with a voluntary system of bicycle registration with a national registry. A hearing was held on June 28th on this legislation but no further committee action has been taken.

Singles Ban Moves Forward

Moratorium on Single Sales of Alcohol on H Street, NE Clears Another Hurdle(Washington, DC) -
Councilmember Tommy Wells today praised the action of the Committee on Public Works and the Environment for voting unanimously on July 2nd to approve a resolution to implement an H Street, NE moratorium on single sales of alcohol. In February, citing chronic problems with peace, order and quiet, specifically with respect to litter, loitering, public drunkenness, public urination and criminal activity persistent on H Street, NE, the ABC Board proposed a 3-year moratorium on the sale of single containers of beer and liquor sold in half-pint volume from the 700 to 1400 block of H Street, NE. The proposal requires approval by the Council and the committee’s vote clears the way for the measure to be placed on the agenda for consideration by the full Council at the July 10th legislative session. If Council votes to approve the rules, the moratorium could go into effect later this summer, possibly in early August. "A moratorium will go a long way to address some of the chaos and crime afflicting H Street, NE,” commented Mr. Wells. “On top of that, the neighborhood is tired of people using the streets, alleys and treeboxes as public urinals and trashcans. To realize the promise of H Street, this is a necessary step to bring back order and stability and make it a thriving asset for the neighborhood.” ANC 6A first asked the ABC Board to issue a ban on singles sales in September 2006 after years of trying to work one-on-one with liquor store owners and with voluntary agreements. After a public hearing with neighborhood residents in support of the ban, in addition to hearing support from Mayor Adrian Fenty, Councilmember Tommy Wells, the Deputy Mayor for Planning and Economic Development, and the Metropolitan Police Department (MPD), the ABC Board cited concerns about peace, order and pedestrian safety, and a negative impact on economic development, as additional reasons to impose the moratorium. The Committee on Public Works and the Environment, chaired by Councilmember Jim Graham, held a public roundtable on June 28th to get further public input. ANC Commissioners from 6A, 6C and 5B all testified in support of the moratorium, as well as many residents who live along the H Street, NE corridor. “For too long, we’ve had individuals using our curbsides and sidewalks as open-air bars. We’ve seen the effect a singles ban can have in other neighborhoods. I’m proud to support the ANC and residents to put the moratorium in effect and begin calming the chaos on H Street, NE,” added Mr. Wells.
Quick Facts:
According to MPD, a similar ban on singles sales in the Mount Pleasant neighborhood over the last four years has resulted in a 41 percent reduction in total calls for MPD service and a 51 percent reduction in calls complaining of disorderly conduct - allowing MPD officers to focus on more serious crimes.
From January 1, 2006 to December 31, 2006, between the 800 and 1400 block of H Street, NE, there were 330 calls to MPD regarding urinating in public, drinking in public, public intoxication, and disorderly conduct and 245 arrests - requiring 787 MPD man hours to respond and process the calls and arrests.
The proposed ban will impose a three year moratorium on the sale of single containers of beer, malt liquor, and ale, as well as liquor sold in half-pint or smaller volumes by the holders of retailer’s licenses class A and B located on both sides of the street on H Street, NE, between and including the 700 block of H Street, NE and the 1400 block of H Street, NE.
