Assuming it all comes together as projected, this will be great for the neighborhood. The realization that it will be a minimum of two years before I get to do any shopping in the new Harris Teeter does take some of the wind out of my sails, but I realize these things take time. In the meantime, I think the fact that this project is moving forward will keep the level of optimism about H street up and hopefully continue to attract inventment to the area.
That would be "investment."
I think it will be good for the neighborhood. With better supermarkets , fewer people will be likely to shop for groceries in VA or MD, which creates revenue for the city. Additionally, people coming for the supermarket may stay for other things which leads to investments in restaurants, bars, bookstores, etc.
