article on all that nice trash that collects on H Street and the efforts to clean it all up. Having particpated in past MSMS clean-ups, I can tell you come across some pretty nasty stuff. I remember that we once found a pair of very soiled men's underwear outside the Bank of America at 8th & H Streets

Interesting story: I watched someone litter on 8th and H St. once, and I very politely asked him, in a sincere, completely non-confrontational way, why he would set his soda can in the gutter instead using the trash can right next to him. I was sincerely curious why people do this. He said he was creating jobs by putting the can in the gutter!
I had a similar experience with a woman at bus stop. Where did this mindset come from? What happened to antillittering laws. They certainly are not advistized nor enforced in DC.
Anyway I think that it is a ripoff that the city does not clean the street. They stop cleaning streets and allies in the winter, telling us the streetsweepers use water and it will ice up. However, DPW mostly uses carts with vacuuums to clean on H street. They don't freeze, neither do worker bees with brooms. Our budget "surplus" is a result of not providing a decent level of city services.
Changing attitudes and behavior is really hard. The amount of garbage on H Street makes cleaning it a daunting task. Luckly some combination of the weather and this Post article have gotten people talking about doing clean-ups again. I would like to suggest that rotate the stretches of H Street that we clean each time. I know that the HSMS clean up generally ran from 6th to 12th, but it would be nice to hit things from 3rd to fifth, & I also think we should definitely hit the 1300 block. As I have mentioned in the past, there is an illegal dumping problem on this block, and anything we can do to spiff the area up may help act as a deterrent to would-be dumpers.
