The building has not recently changed hands. The owner (who I think owner the two buildings to the left of this one) is just sprucing up his place. This is the building with the fish art in the window. Rumors said that this was one half of the proposed garden store, but I haven't heard much on that recently.
As most people have probably noticed, the two buildings to the left (now trimmed in blue) will house an art gallery (owned by the guys with the funky bikes on display at the festival). The upstairs will be a gallery and they are still deciding on what to do with the downstairs. They are also renting the property shown in the picture.
