The article didn't hit the cash fraud hard enough. I've paid the same fines over and over again. The laborer behind the desk flutters the computer for effect, but evidently doesn't mark the fine as either paid or waived. Meanwhile the city government, strangely, wants to throw good money after bad into the mismanaged public libraries, thereby enabling far greater theft.
