Blighted?

Fresh produce for sale at the DC Farmers Market (Florida Market/Capital City Market). The market, which legislation recently given preliminary approval by the Council, calls blighted, offers afffordable produce to a segment of DC's population who can well use the inexpensive prices available in this wholesale food distict.

    Of course it's blighted. How can the current operation possibly line the pockets of the incumbents?
