Twelve Restaurant & Lounge?
I saw a mention of this place in the ANC6A agenda package (a note about a stipulation regarding rooftop noise). 1125 H Street NE. Anyone know anything about this?

Here's more info from the draft ABL Committee notes, 11/19/06 meeting, from ANC6a website:
Mr. & Ms. Gibson, owners; presentation made by Maurice Evans, business agent. Mr. & Mrs. Gibson currently own Cluck-U-Chicken. They are proposing to bring more of a spin to the second floor of this property located at the corner of 12th & H. The entrance is on the 12th street side but with an H street address. They are applying for a tavern license to cover the 2nd floor, terrace and an outdoor café on 12th street side. Combined capacity in the mid-300’s.
They anticipate a zoning certificate in a few days and will be applying for a license pre-construction. Attract a mature crowd, 30/35 plus. While tavern licenses are not required to provide a full menu, the Gibson’s want to offer a full menu, steaks, crabcakes, fish, chili, burgers, etc. The restaurant will be open for lunch and also brunch on Sundays (Sunday – Thursday 10 – 2; Friday & Saturday 10 – 3:00). There will be live entertainment and recorded. Building permit is ready for filing by December 5
COMMITTEE QUESTIONS: Why pursuing a CT instead of CR if offering a full menu? Under law 45% of gross receipts must be food for under a CR. This is hard to do.
What business is below? This is over the check-cashing and over cluck-u-chicken.
How handling the outside space? They are working with DC planning, transportation, police and utilities.
Concerns raised about the music outside on the street and on a roof terrace. The Gibson’s are willing to negotiate something into a VA about the sound issues on the roof or the sidewalk café. (perhaps no amplified music outside or a sound barrier.)
Where is the kitchen? Kitchen will be in Cluck-U-Chicken. Fully functional kitchen, preparation at Cluck-U-Chicken. Heating in 12 with commercial microwaves and steam tables.
COMMUNITY QUESTIONS: Who do the Gibson’s see as their direct competition? Don’t see any right now. They plan to cater to a different audience than Mr. Engler’s establishments. No one else offers a sidewalk or rooftop café.
Concerns from community members in attendance about a tavern that serves food vs. a restaurant that also provides liquor.
Are you going before the ANC committee as they seek the zoning permits? Concern raised about parking.
Motion: Mary Beatty moved that we pursue a Voluntary Agreement with Twelve Restaurant & Lounge with stipulations regarding mitigation of roof-top sound. Seconded by Michael Herman. Unanimous.
Not that it matters, but those minutes above aren't "draft" after all. They appear to be final. Sorry. Looked at the wrong thing.
While we're at it, here's a bit more on the place at 1015 H St, from the ABL's October minutes:
Liquor License Applications – H Street, NE a. George Velazquez.
Mr. Velazquez is the general manager of Napa Valley Caterers with Business Partner and Exec Chef Ronnie Allison. The catering company has been in business for 6 years. They purchased 1015 H Street three years ago and recently decided to open a restaurant in the property. Currently under renovation scheduled to be completed in December 2006. They are pursuing a CR license.
Restaurant will be open for dinner from 4:00 – 11:00 every day and will determine at a later date opening for lunch. Cuisine is California Bistro style with a French twist. Restaurant and kitchen on first floor and with second floor for overflow or private dinners. Third floor is private, residential.
Music will be piped in, no live entertainment. Anticipate seating about 50 downstairs, no specifics in upstairs. Will employ five kitchen staff; anywhere from 3 to 6 service staff and a bartender.
I like what I see so far about Mr. & Mrs. Gibson's planned sit-down restaurant/tavern. I'm glad that ANC 6a will look to doing a VA with them about noise & other potential effects on neighbors.
This is great for H Street continuing its momentum. Getting more quality sit-down dining options for people who want to go on to other activites-H St Theater, Atlas and shows and RnR Hotel etc is key!
Once the streetscape projects are finished-I believe there will be more sidewalk space for the outdoor dining we DC residents love.
I think it will be a while. They are having to gut the place, but I think they've started doing a bit of work (at least they've got furniture stored in there for now).

I like the words "Outdoor Café"

Good luck to Bernard. It takes guts to be in the restaurant business on H! Here's to a big success!
Anyone know when that new Belgian bar/restaurant is going to open? I can't wait but can't find out what the scoop is.
