Rebuilding Place has a post about the great power that ANCs can responsibly wield when they function effectively. As Richard points out, disfunctional ANCs can be a hinderance, rather than an asset. He focuses on ANC 6A as an example of a highly functional ANC.

Note the memo. Their council member asked for a list of initiatives. I suggest that the 5B ANC Commissioners not wait for council member Thomas to ask for that.
We should do the same exercise. 1. What do we want? The list could be divided into things we want Mr. Thomas to concentrate on and things we can accomplish ourselves. 2. What are our strategies to get the things we want? 3. Who is tasked with executing our strategy? That's where that idea of bringing in talent from the citizenry (mentioned in Richard's piece) could come in.
