The following is from an email sent by Mr. Winstead to an ANC listserv & it addresses the issues that you raise:
****[begin excerpt]***** The placement of the Markers was automated based on ABRA data as I will explain.
I tried to minimize introducing any new errors into the citywide location data by basically leaving the location data the way ABRA had it. I did notice on 45 records that longitudes and latitudes were transposed which put these licensees in the Antarctic. I flipped these numbers to what they should be.
The incompleteness you refer to could be:
1. At best the ABRA data is current as of about January 2007.
2. If 2 or more licenses are at the same address [to be precise same Square/Lot] then when mapped the markers become stacked on top of each other. The worst case of this would be Union Station with 14 licenses. On the map you will see the top icon and maybe parts of a lower icon. Information about these "hidden" licenses can be seen by going to the lower left of the screen under the heading "Markers". All the map Markers are listed in alphabetical order. Click on one of the listed markers for details.
Another way to see the hidden Markers is to click "Show Marker Titles" under the legend to the right of the screen. This will show the business names next to the Markers. You can drag the top title to the side if you suspect another title is hidden underneath.
2 ways to "fix" these maps so they behave in a more intuitive manner:
1. When I update the maps in the future, I can check for points with duplicate longitude/latitude and force them apart a little bit, causing a small decrease in geographical accuracy but making the Markers more visible.

it's interesting but in the districts that I am familiar with, it doesn't include about 1/2 of the licensees. That's why I haven't listed it yet.

one way to semi-alleviate the problem is to zoom in as much as possible, and then click only the items you want to see (on the legend)

loser.
go back to your PS2...
and I found the "marker" column on the left lists each licensee individually by ANC.
This is an interesting and useful tool.
