An arrest has been made in the homicide shooting of Tory Wilcher which occurred in the 5th District on 4/2/08 in the 800 blk of 19th St. N.E. Arrested was Vincent Mills Jr. B/M DOB 5/29/89. Mills was arrested by the Warrant Squad at approximately 0530 hrs at 2400 Queens Chapel Rd, Hyattsville, Md. He will be charged with Murder II.

seriously, what's up with the crime?
i have my own theory, which has to do with gentrification.
in a nutshell, it always gets worse before it gets better.
but is that acceptable?
My theory is that the worsening economy is driving the increase...more unemployment=more crime.
i walk home from the NY Ave. metro station every day.
on numerous occasions, i've seen older folks (african american) drinking or smoking crack on 2nd street, calling me "white" and sneering in my general direction.
check it out for yourselves. they leave their lighters and spoons right near the credit union off of 2nd and L street.
i think folks are angry that the 'hood' is changing, and vent their issues through crime, as they perceive they're being 'pushed out' by the predominantly white yuppies.
perhaps i'm wrong, but i'm not wrong about being called a white motherf*cker as i walk home.
methinks there may be some correlation.
or has this area always been so racist?

sometimes, when i walk home from the NY metro station, the folks drinking and smoking crack are YOUNG. and sometimes white. the two times that i saw whites smoking crack, they were usually with black guys, and always arguing.

I don't know, but we now have a group of guys that don't live here that have appeared on our block. It's like they are testing the waters...hanging on people steps and all. The cops used to drive by every now and then, but I haven't seen them in weeks.
A request for help from the police gets a "attend the PSA meeting". Well, I've gone to PSA meetings for 10 years, the police only want to control your complaint, not be held accountable.

when i was renovating my back yard, the cops showed up unexpectedly and asked my contractors to board up a vacant house, which they did - free of charge.
it's great for the 'hood', but not totally cool (considering there might have been cats or humans hanging out in the house).
police enforcement is like it was in the 30's. get it done however you can, but just get it done.

Any time anyone within PSA 102 ever expresses frustration with the police on the MPD-1D mailing list, she behaves pretty poorly.

Didn't the same thing happen last year when it got warmer and darker out later in the evening? There were at least two of the series of muggings just in front of our doorstep. But I agree, the random dudes on the corner have increased. As has the blatant drug use. I guess the saddest thing here is that what were muggings last year, are now killings? And that guy arrested for that murder, he was born in 1989.
I don't think you can really lay much blame on the worsening economy.
Most of these folks weren't out looking for work anyway.
And actually DC's economy is still quite strong, particularly in the service and unskilled industries. In fact, many employers in DC are begging for workers.
If this were the Great Depression, then you could blame the economy. But I guarantee you that I can find countless jobs in DC for anyone willing to work.

I was going to respond to 644 I's comment by saying that I'd be willing to be that the "ladies and gents" who are committing the crimes weren't working in the first place.
Don't be too sure that the shooters were unemployed. At least some of the victims held down jobs.
Can anyone elaborate on the issues with Barbara Hawkins? I just e-mailed her last week regarding problems with a few alleys in the neighborhood. Should I be exploring another avenue?

Hillman, I realize that. But since these killings appear to be targeted and the victims worked, it doesn't seem impossible to me that the shooters might have also be employed.
If employed that's even worse, because then we have to come up with another "excuse" that explains their diplorable behavior.
I had to call the police on a group of 4 Aferican American men who broke into every car in my alley. Smashed windows of all of the cars taking nothing of value. When teh police showed up they were long gone. This is teh second time this has happened and nothing really taken from the cars. I think it is complete ignirance Blacks vs New Transplants into the Neighborhood
If anyone is already the type to break into a car I don't think they care what color the owner is, or how long he/she has lived in the neighborhood. They just want to break into your car.

Find it hard to believe they saw 4 black men breaking into every car- and fled before cops came.

rachel hall: I have no personal experience with Barbara Hawkins, so I can't say how useful it is to speak with her directly. Maybe it's very useful. I just don't know.
What I _can_ say is that her interactions on the MPD-1D mailing list are not reassuring. When PSA-102 residents post regarding things they've seen or situations they want the Police to know about, her responses are typically along the lines of "thanks, but we already know, so don't bother us." Any posts expressing frustration with problems that aren't getting better result in a response like "this has come up at the PSA meeting(s) -- so if you bothered to come to the PSA meetings, you'd know enough to not have to make this post." In contrast to the representatives of the other PSAs in the First District, she projects an extremely defensive attitude on the mailing list.
