ANC Election Chatter
I think it's a longshot, but there has been some chatter about the possibility of moving ANC elections, which currently take place at the same time as the general election, to September. Obviously, this would result in much lower voter turnout. You do cut down on the stray vote (someone randomly choosing a name in the booth), but, looking at the numbers, I'm not sure that happens much anyway. Move to the other system and in some neighborhoods a person can win just by getting a large group of friends to vote for him.

Would it be during the primary? If so that makes some sense and might increase voter turnout in some places on non-presidential election years.

The voter with no party affiliation would be very unlikely to go to the polls just to vote for the ANC Commissioner.
Considering you need 20 or 25 signatures, something like that, just to get on the ballot, if you hounded each of those people on election day, that could win the day for you. It would be critical to win the senior vote I think because they've got the whole day to head down and vote.
I tend to think that this move would reduce voter turn out for that office. Maybe the turnout would be more informed, but that is up for debate. I think it would cause confusion overall. Some ANC seats are hotly contested, and play out very publicly. Others are not so high key, and you may be looking at 70 votes total. I'm not sure what to make of the idea.
Try closing a few bars, then people will turn out for ANC elections.
On a very different note, I see where the "honorable" (not) Mr. Marion Barry has been arrested again..this time for stalking.
My, my...when are the citizens of Ward 8 going to say enough already.
Oh yeah, like the Ward 5 Council member is so much better.
