On Thursday, at 11:10 am, 4 juveniles entered the market at 1364 Florida Ave NE with a handgun. They robbed the cash register of an undetermined amount of money and the male owner of the store was shot in the back of his right leg. He was transported to an area hospital in stable condition. No arrests have been made at this time.

They have been robbed several times during the last month. It seems their convenience store attracts juvenile gangs to come in and "take" anything they want without paying for it. It is unfortunate that hard working investors get treated this way by a bunch of social waste. It is even worse when you read they are teenagers. It just makes me wonder why? Neighbors around the area always say when they hear things like this that "it is a tough area", like this is "normal". I wonder if there is something we could all do to avoid these situations, but honestly I do not know where to start.

when you say "robbed," is that actual robbery, or just stolen from in other ways(shop lifting/snatch and grab)?
I believe they have had handgun incidents before, once or twice. Not like yesterday's but still. Most of the times is shop lifting, but it is bad in any case. They recently had granted permission to sell alcohol and I do not think that was a smart idea on their side. I have seen a police man riding a bike stopping by rather frequently specially during night time, but it is obviously not enough. The store is closed today (Dec 25) and I cannot even imagine what kind of Xmas Eve they had yesterday. I feel bad for them, they are nice people and they do not deserve this.
Juveniles. So, since we don't actually penalize juvenile offenders in any way, shape, or form whatsoever in DC, that means 1) they've probably already been arrested for robbery a few times, and 2) if they're caught, they'll be back out robbing more people within a few days.

if they are 16, or older armed robbery means they get tried as adults under title 16. The District does take armed robbery pretty seriously.

Not necessarily. Most DC cops I know say it's nearly pointless to arrest a juvenile for anything short of murder, as the chances of them actually serving any time are tiny.
It's one of those issues that we all pretend doesn't exist because we are afraid of being called classist or racist or whatever the 'ist' du jour is - DC judges letting these 'children' go over and over and over again.
inked -- to follow up on what Hillman said, at the meeting at Options last Monday in response to the recent carjacking incidents, the police there (Lanier, Kamperin, etc.) went well out of their way to emphasize that almost every single time they arrest a juvenile for a violent crime, that juvenile has been arrested multiple times in the past for violent crimes and done no time. They were none too kind towards both the prosecutors and the judges who see such cases.
The judges and the prosecutors can only do what DC law allows. Can you imagine how frustrating it is for the cops to run the same little hoodlums in time and time again until they finally do something bad enough - like kill somebody - that keeps them in jail?
We all see the records. They have 20 or 30 arrests, some for felonies, yet they're released back into the community with no effective supervision, to prey on their neighbors again and again.
The head of the police union has often been quoted as saying, "There's soft on crime, softer on crime, and then there's Phil Mendleson...."
He's head of the Council Judiciary Committee that oversees criminal legislation. Wells is in charge of the juvenile justice system for DC. The rest of the Council follows their lead on legislation that the courts, prosecutors, and police must abide by.
This is an election year.
We need to demand that they do something or get out of the way.
Ok so we change the laws to lock these criminals up for life. Then what? Their mommas and daddies are having children at an amazing rate. They will have replaced them and so the cycle continues. Once we wait until these kids get to 16 to address the problem, the battle is already lost.
I think it is sensible that if you have a child that robs or kills someone, then your parenting privileges should at least be suspended. Your driving privileges would be suspended under such circumstances. Yet, these women can have baby after baby with no thought to the cost to society.
I do not want to feed/house these criminals if the only result is the mother and some random father produces more for the resulting welfare benefits and housing voucher. It is far cheaper and safer to just move than continue to pay for this.
