It actually looks like the East City Arts site is down due a hosting issue. So, if you are seeing server not found error message, it's bk the site is down (check back later). If you stay on the same page when you click the link, it is probably because you are downloading the pdf.
I support the idea of East City Arts, which is to "promote the growing emerging visual arts movement in eastern Washington, DC"... "The neighborhoods of Anacostia, Brookland, Capitol Hill, Deanwood, Ekington, H Street NE, NoMa and Trinidad in DC The towns of the Gateway Arts District in Maryland including Brentwood, North Brentwood, Hyattsville and Mount Rainier".
But when you open the competition to include:
