I think the same concept works for the Verizon Center. The speakers for the jumbo-tron are relatively loud and point down towards the sidewalk. The same MSNBC broadcast repeated every 30 minutes seems to keep away most of the loiterers.
At night, a few 100 Watt bulbs illuminating the outdoors seem to keep away homeless, etc as well.
