I worry about how to keep this little park area from deteriorating, too. But someone makes a good point there in the comments: just 'cause you're afraid people might not take care of the space, don't make a barren concrete landscape, since another chance to re-do this won't come around for decades. Better to put the nicely designed space in place and then figure out how to keep it clean, unvandalized, whatever.
I will personally go out there and patrol the area myself if need be. Look for me in the neon green unitard. I'll be the one shovin their litter down their throats.
BTW, looks like Tropicana did not last long. I see for "For Lease" sign outside. Is this harbinger of things to come or just a saturation of Jamaican restaurants on H Street?
10:10, the rumor I've heard is that Tropicana closed because one of the partners sort of took necessary funds and left the country. It wasn't related to sales.
